Does ICG tunnel NTP requests back to the data center? My assumption would be no and we need to have public NTP sources configured for the clients. Correct?

Correct, it isn’t tunneling anything other than management traffic from UMS
If you do not know a trustworthy public NTP server you can use the servers from the NTP pool project: www.ntppool.org/ For exeample for germany de.pool.ntp.org de.pool.ntp.org would be a good choice.
Is it possible to set multiple ntp servers? Our IGEL mobile devices don’t have any internet access in the office wifi network.
afaik you can separate multiple entries by space

Just use the ntp server first that is mostly used. If your mobile IGEL devices are mostly outside your company network set one public ntp server first, the an internal one and after additional ones.
